พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีกล่าวในรายการ “ศาสตร์พระราชา สู่การพัฒนาที่ยั่งยืน” คืน 22 ธ.ค.2560 ตอนหนึ่งกล่าวถึงเรื่องของประชาธิปไตยว่า
“ที่จะพูดต่อไปนี้ได้มาจากการอ่านหนังสือ “เศรษฐกิจดิจิทัล” โดยดอน แท็ปสก็อต จะผิดจะถูกไปคิด ไปอ่านกัน หากเรามองไปรอบๆ ตัวแล้ว หลายประเทศในโลกก็ประสบปัญหาทางการเมืองคล้ายๆ กัน อันนี้ตนขอพูดถึงนอกประเทศ ตลอด 20 ปีที่ผ่านมา คนออกไปใช้สิทธิ์เลือกตั้งน้อยลง อย่างต่อเนื่อง ไม่ว่าจะเป็นอังกฤษ ฝรั่งเศส เยอรมนี หรือแม้แต่สหรัฐอเมริกา เคยมีผู้ออกไปใช้สิทธิเกือบร้อยละ 90 ในปี 2535 ลดลงมาเหลือประมาณร้อยละ 66 ในปี 2555 อาจกล่าวได้ว่า “ประชาธิปไตยในรูปแบบของสภาผู้แทน” นั้น อาจหมดสมัยไปแล้ว กลายเป็นยุค “ประชาธิปไตยแบบมีส่วนร่วม” เราก็เอามาคิดดูว่าควรจะเป็นอย่างไรต่อไปในอนาคต วันนี้เราก็จะแก้ไขอะไรไม่ได้ทั้งสิ้น แต่เป็นการคิดเพื่ออนาคต
หลักการที่ว่ามา มี 5 ประการที่ต้องคำนึงถึง ดังต่อไปนี้
1.ความซื่อสัตย์ โดยการเลือกตั้งนั้นจะต้องโปร่งใส นักการเมืองต้องเปิดเผย และยุติธรรม รวมทั้งต้องสื่อสารกับผู้คนด้วยข้อมูลที่เป็นจริง ชัดเจน และเชื่อถือได้
2.ความรับผิดชอบของประชาชน จะต้องไม่สนับสนุนนักการเมืองที่เห็นแก่เงิน หรือ ใช้เงินในการลงทุนเพื่อเข้าสู่การเมือง
3.การพึ่งพาอาศัยกัน
- การเข้าถึงจิตใจประชาชนนักการเมืองและรัฐบาล
- ความโปร่งใสซึ่งจะช่วยสร้างความเชื่อมั่น ทั้งยังเป็นแกนกลางที่สร้างความไว้วางใจระหว่างผู้มีส่วนได้ส่วนเสียกับองค์กร ซึ่งความโปร่งใสนี้ จะต้องใช้ความรับผิดชอบและ ความซื่อสัตย์ เป็นเครื่องมือสำคัญ
