“สหภาพยุโรป” มีมติปลด”ใบเหลือง” IUU Fishing ให้ ประเทศไทย

“สหภาพยุโรป” มีมติปลด”ใบเหลือง” IUU Fishing ให้ ประเทศไทย/“บิ๊กฉัตร” เพื่อนนายกฯ ไปเอง ถึง เบลเยี่ยม

ที่ กรุงบรัสเซลล์ ประเทศเบลเยี่ยม พลเอก ฉัตรชัย สาริกัลยะ รองนายกฯ กล่าวภายหลัง Mr.Karmenu Vella กรรมาธิการยุโรปด้านสิ่งแวดล้อม กิจการทางทะเล และประมง (European Commissioner for Environment, Maritime Affairs, and Fisheries) ประกาศแถลงการณ์ผลการพิจารณาปลดใบเหลือง ประมงไอยูยูของประเทศไทย

ซึ่งเป็นเพียงประเทศเดียวที่ได้รับการพิจารณาในครั้งนี้ ที่ สำนักงานใหญ่คณะกรรมาธิการสหภาพยุโรป กรุงบรัสเซลล์ ประเทศเบลเยี่ยม ว่า

ถือเป็นความสำเร็จและน่ายินดีที่ทุกภาคส่วนได้ร่วมมือกันแก้ไขปัญหาการทำประมงไอยูยู มาโดยตลอด เพราะตั้งแต่ประเทศไทยได้ใบเหลืองเมื่อเดือนเมษายน 2558 ก็ได้ได้มุ่งมั่นแก้ไขปัญหาการทำประมงผิดกฎหมาย อย่างเต็มที่

จนสามารถแก้ปัญหาได้ทั้งระบบ ทั้งด้านกรอบกฎหมาย การบริหารจัดการประมง การบริหารจัดการกองเรือ การติดตาม ควบคุม และเฝ้าระวัง (MCS) การตรวจสอบย้อนกลับ และการบังคับใช้กฎหมาย ความมุ่งมั่นทั้งหมดส่งผลให้สหภาพยุโรปปลดใบเหลืองให้กับไทย

ทั้งนี้เป็นการสะท้อนถึงความสำเร็จที่ไทยได้ยกระดับของการทำประมงเชิงพาณิชย์ ทั้งในและนอกน่านน้ำเข้าสู่มาตรฐานสากล และพร้อมที่จะเป็นหุ้นส่วนความร่วมมือกับสหภาพยุโรปในการส่งเสริมการประมงอย่างยั่งยืนทั้งในระดับประเทศและภูมิภาค

พลเอกฉัตรชัย กล่าวด้วยว่า
จากนี้ไปรัฐบาลไทยก็ยังมีความมุ่งมั่น ที่จะขจัดปัญหาการทำประมงไอยูยู
เพราะตระหนักดีถึงความจำเป็นที่จะต้องรักษาความยั่งยืนของทรัพยากรสัตว์น้ำเพื่ออนุชนรุ่นหลัง

ทั้งนี้นายกรัฐมนตรี ได้มอบหมายให้กำกับดูแลเรื่องนี้อย่างใกล้ชิด และเชื่อมั่นว่าไทยได้วางรากฐานระบบป้องกันการทำประมงไอยูยู ไว้อย่างสมบูรณ์ทั้ง6ด้านคือ 1. ด้านกฎหมาย 2. ด้านการบริหารจัดการประมง 3. ด้านการบริหารจัดการกองเรือ 4 ด้านการติดตาม ควบคุม และเฝ้าระวัง (MCS) 5. ด้านการตรวจสอบย้อนกลับ และ 6. ด้านการบังคับใช้กฎหมาย

ส่วน การดำเนินการระยะต่อไปหลังการเจรจาระดับทวิภาคีร่วมกับนายเคอเมนู เวลลา แล้ว ทั้งสองฝ่ายเห็นชอบร่วมกันเกี่ยวกับแผนงานความร่วมมือในอนาคตกับสหภาพยุโรปเพื่อให้ไทยบรรลุการเป็นประเทศปลอดประมงไอยูยู หรือ ไอยูยูฟรีได้โดยสมบูรณ์ต่อไป

ด้านนายเคอเมนู เวลลา กรรมาธิการยุโรปด้านสิ่งแวดล้อม กิจการทางทะเล และประมง กล่าวรู้สึกยินดีที่เป็นเจ้าภาพต้อนรับ พลเอกฉัตรชัย สาริกัลยะ รองนายกรัฐมนตรี ของประเทศไทย พร้อมกันนี้ได้ย้ำถึงความสัมพันธ์ที่มีมานานจะทำให้การแก้ปัญหาประสบความลำเร็จยิ่งขึ้น

ทั้งนี้ในการหารือร่วมกันของรัฐบาลไทยและสหภาพยุโรปมีความยินดีที่จะประกาศให้ประเทศไทยปลดปลดใบเหลือง ในกลุ่มประเทศที่ทำประมงผิดกฎหมาย

และขอแสดงความยินดีกับรองนายกรัฐมนตรี สำหรับความเป็นผู้นำและความมุ่งมั่น ในการทำให้การปฏิรูปนี้เป็นไปได้

ขณะที่ เว็บไซต์ของสหภาพยุโรป ได้เผยแพร่คำประกาศของ Commissioner Karmanu Vella ระบุว่า สหภาพยุโรปได้มีมติปลด “ใบเหลือง” จากประเด็นการทำประมงผิดกฎหมาย ขาดการรายงานและไร้การควบคุม (IUU Fishing)

เพราะไทยได้ดำเนินการด้านกฎหมายและด้านปกครอง ตรงตาม ข้อบังคับสากลในการต่อต้านการทำประมง IUU

พร้อมทั้งย้ำว่า สหภาพยุโรปและไทยได้ร่วมมือกันอย่างแน่นแฟ้นในการแก้ไขปัญหาการค้ามนุษย์และ สภาพการทำงานของแรงงานภาคประมง โดยเฉพาะการเข้าเป็นภาคี ILO Convention C188

ตลอดจนความท้าทายที่จะลดช่องว่างในการต่อต้านการทำประมง IUU ในภูมิภาคเอเชียตะวันออกเฉียงใต้

โดยสหภาพยุโรปมีความมั่นใจว่า ไทยจะแสดงบทบาทเป็นผู้นำในการทำให้ประเทศเพื่อนบ้านของไทยเข้าสู่การปฏิรูปในลักษณะเดียวกันต่อไป

• It is a pleasure for me to host today His Excellency General Chatchai Sarikulya, Deputy Prime Minister of Thailand.

• We are here to discuss Thailand and EU fishing sector relations.

• This is, of course, in the context of the fight against illegal, unreported and unregulated fishing – IUU.

• And the first point I would like to make is that we have come a long way in those relations.

• The EU is a global leader in the fight against IUU. Our system is a cutting edge example of using market access as leverage for better social and environmental standards.

• If illegal fishing is found to be endemic in a third country a so called yellow card is issued. This gives a fixed period to improve standards to avoid a red card which ends access to the EU market.

• In April 2015, the European Commission warned Thailand that it was not taking sufficient action in that fight.

• Thailand therefore received the yellow card.

• I am happy to announce that today the European Commission has decided to lift that yellow card.

• And I am happy to present this decision to the Deputy Prime Minister directly.

• We have decided to lift the yellow card because Thailand has aligned its legal and administrative systems with its international obligations to fight IUU fishing.

• That may sound like a dry technical phrase. But let me assure you, there has been a lot of hard, honest work behind it.
As you know, our IUU policy is not about sanctioning third countries but about cooperation. Throughout the last three and a half years, we have worked hand in hand with the Thai authorities to complete a comprehensive reform of the fisheries governance of the country.

• This included the fundamental overhaul of the legal framework.

• With this we have seen improvements in traceability rules, and in the Monitoring, Control and Surveillance tools and the way the fleet is managed.

• Thailand has also reinforced controls over foreign fishing vessels in Thai ports.

• It has strengthened cooperation with flag States in the Indian and Pacific Oceans. It is effectively implementing the FAO Port States Measures Agreement, a key instrument in the global fight against IUU fishing.

• We have also cooperated very closely with the Thai authorities in addressing the serious situation of human trafficking and labour conditions in the fisheries sector.
• I would like to highlight the progress in this area, notably the recent decision by Thailand to ratify the International Labour Organisation’s Convention on Work in Fisheries.

• I would like to congratulate the Deputy Prime Minister for his leadership and his personal commitment in making these reforms possible.

• We have accomplished a lot together but our fight does not stop here. We will establish a Working Group that will help us to confront – together – other challenges in the fight against IUU fishing.

• We also have ambitious plans to reduce the loopholes in the fight against IUU fishing in South East Asia. We have confidence that Thailand, who is this year taking over the presidency of ASEAN, will play a leading role in bringing neighbouring countries along in the same track of reforms.

• The decision today demonstrates that cooperation is key for success when managing common resources and facing global challenges. That is why fighting IUU fishing will continue to be a priority under the EU’s Ocean Governance agenda launched two years ago.

• I would like to congratulate Thailand and invite others to join our global fight. I would like to thank the Deputy Prime Minister, General Chatchai Sarikulya, for coming to Brussels.

• We are standing shoulder to shoulder in the fight against IUU.
